Key Takeaways: The Listings Landscape – TXSE, London & What’s Next

BABC Texas member Haynes Boone has published key takeaways from The Listings Landscape – TXSE, London & What’s Next. The firm hosted the event at its Dallas office alongside BABC Texas and The Texas Lawbook.

The timing was significant for both markets. The Texas Stock Exchange has just opened for listings. London has spent two years reforming its listing regime to make it easier for issuers. And the new State of Texas United Kingdom Office opened this spring to strengthen the Dallas–London corridor.

Texas State Senator Tan Parker was joined by speakers from TXSE, the London Stock Exchange and Helix Exploration, a Texas-based company listed in London.

Highlights from the discussion:

  • Texas as a global financial hub: Senator Parker described more than a decade of work that led to the creation of TXSE. He set out the state’s ambition to compete beyond the US, with London links at the centre of that plan.
  • Public markets as an alternative to private equity: Helix Exploration CEO Bo Sears explained why a London listing suited his business better than private equity. Helix listed at around $15 million and has since grown to roughly $100 million.
  • Lighter regulation on both sides of the Atlantic: TXSE aims to cut costs for issuers, and London’s overhauled listing rules make it quicker and easier to list and raise further capital.
  • Dual listings: London accepts US reporting for secondary listings. The new AIM Express route offers a faster path for companies already listed on a major US exchange.
  • Momentum: Within three weeks of TXSE opening, companies with nearly $300 billion in combined market cap had announced listings.

Thank you to Haynes Boone, The Texas Lawbook and all our speakers and attendees for a timely and well-attended discussion on the growing UK–Texas capital markets corridor.
